After removing the upholstery, at that moment you will discover the old sponge. You can use it again and you can put a new sponge. Note that the sponge fits the size of the chair. If not, you will have to cut it with scissors to the appropriate size. 

Place the sponge inside the cloth. The fabric should be sized to have a margin of about ten inches around the bottom of your bar stool. 

Then, using a stapler, fasten the fabric to the bottom of the chair around the seat. Note that the fabric will be taut. 

Tip: Pin the fabric on opposite sides until the cover is attached and tight.

In the final step, the excess fabric is cut with scissors. 

Second option...
